C# programming help about how to start

Hi All,

I would like to request your help. I want to develop an own application but I only have experience in C. This is because afer doing a research I came across a site (https://www.twilio.com/docs/voice/sdks/deprecated-pages/voip-sdk) which deals with development and sample programs. I have also noticed that C# Programming knowledge is needed. Could you please help me how to start C# the most effective way? With tutorials, books, Visual Studio? If there is anything you could suggest I would be most appreciated. Thanks.
